国家发展改革委日前召开新闻发布会，国家发改委政策研究室副主任、新闻发言人李超在会上介绍，前三季度，中国经济顶住压力、稳中有进，民生保障扎实有力，有效投资持续扩大，为实现全年经济社会发展目标奠定了坚实基础。\u003c/p\u003e\u003cp\u003e \u003c!--AIPOS_0--\u003e总体呈现五方面特点\u003c/p\u003e\u003cp\u003e 前三季度，中国经济运行总体呈现五方面特点：\u003c/p\u003e\u003cp\u003e 一是运行稳。前三季度国内生产总值(\u003c!--VERTICAL_CARD_BEGIN_0--\u003eGDP\u003c!--VERTICAL_CARD_END_0--\u003e)同比增长5.2%，在全球主要经济体中继续保持前列。从需求看，社会消费品零售总额同比增长4.5%，增速比上年同期加快1.2个百分点。从供给看，规模以上工业增加值增长6.2%，创下了2022年以来的同期新高。\u003c/p\u003e\u003cp\u003e 二是动能足。从前三季度数据看，装备制造业、高技术制造业增加值分别增长9.7%、9.6%，占规模以上工业比重为35.9%、16.7%，比去年同期提高2.1个、0.8个百分点；集成电路制造业、智能设备制造业增加值分别增长22.4%、12.2%。\u003c/p\u003e\u003cp\u003e 三是质效升。治理无序竞争成效逐步显现，重点产品价格、企业效益等指标都有所改善。\u003c!--SECURE_LINK_BEGIN_0--\u003e多晶硅\u003c!--SECURE_LINK_END_0--\u003e、硅片、\u003c!--SECURE_LINK_BEGIN_1--\u003e碳酸锂\u003c!--SECURE_LINK_END_1--\u003e等产品价格明显回升；前三季度，规模以上工业企业利润同比增长3.2%，9月份单月同比增长21.6%。\u003c/p\u003e\u003cp\u003e 四是韧性足。面对外部环境的剧烈变化，前三季度货物出口仍保持7.1%的增速；出口产品结构更加优化，前三季度高新技术产品、机电产品出口增速分别达11.9%、9.6%，不少国货“潮品”成为全球“爆款”；出口布局更加多元，对共建“一带一路”国家出口增长12.4%。\u003c!--MID_AD_0--\u003e\u003c!--EOP_0--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_0--\u003e\u003cp\u003e \u003c!--AIPOS_1--\u003e民生保供扎实有效\u003c/p\u003e\u003cp\u003e 在经济增长稳中有进的同时，民生保障工作也扎实推进，尤其在粮食生产和能源供应方面成效明显。\u003c/p\u003e\u003cp\u003e 先看粮食稳产。国家发展改革委密切跟踪研判形势变化，支持地方积极做好灾情应对；同时，畅通收购收储渠道，切实稳定粮食市场，力争把灾害对粮食生产、农民收入的影响降到最低。经过努力，夏粮稳产丰收，早稻实现增产，秋粮生产具有较好基础、正在陆续收获，全年粮食有望再获丰收。\u003c!--MID_AD_2--\u003e\u003c!--EOP_2--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_2--\u003e\u003cp\u003e 据了解，近年来，国家发展改革委会同有关部门，深入实施“藏粮于地、藏粮于技”战略，持续强化粮食生产基础，增强防灾减灾能力。2024年以来，累计安排“两重”等中央资金4000多亿元，支持建设改造高标准农田1.8亿亩；安排中央资金200多亿元，支持灌区建设改造工程。相关项目显著改善了广大粮食主产区的农业生产条件。\u003c!--MID_AD_3--\u003e\u003c!--EOP_3--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_3--\u003e\u003cp\u003e 再看供暖储备。为做好今年的迎峰度冬工作，国家发展改革委会同有关方面，从抓好能源供应、资源储备、应急调度等关键环节入手，为今年供暖季能源保供打好基础。截至10月27日，全国统调电厂存煤2.2亿吨，可用35天以上；地下储气库已完成年度注气任务，实现满库入冬。\u003c!--MID_AD_4--\u003e\u003c!--EOP_4--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_4--\u003e\u003cp\u003e 扩大有效投资是稳增长的关键举措。\u003c/p\u003e\u003cp\u003e 李超介绍，国家发展改革委加快推动扩大有效投资政策落地实施。近期，地方政府债务结存限额中安排了5000亿元，用于补充地方政府综合财力和扩大有效投资。其中，新增了2000亿元专项债券额度，专门用于支持部分省份投资建设。\u003c/p\u003e\u003cp\u003e 截至目前，在各方面共同努力下，5000亿元资金已全部投放完毕，共支持2300多个项目，项目总投资约7万亿元，重点投向数字经济、\u003c!--SECURE_LINK_BEGIN_2--\u003e人工智能\u003c!--SECURE_LINK_END_2--\u003e、消费基础设施以及交通、能源、地下管网建设改造等城市更新领域。\u003c/p\u003e\u003cp\u003e 本次新型政策性金融工具加大了对经济大省的支持力度，同时还支持了一批符合条件的重要行业、重点领域民间投资项目。李超表示，国家发展改革委将会同有关部门，督促各地方和有关中央企业推动项目加快开工建设，尽快形成更多实物工作量，积极扩大有效投资，推动高质量发展。\u003c/p\u003e\u003cp\u003e
